How to enable Absolute Positioning

Hi All,

I am working with VC 7.1 EHP1.

I was face the problem in design a tab strip.

If right click the tab strip it shows Vertical flow,Horizontal flow and Absolute positioning.

Here the vertical flow and horizontal flow options is enabled at default.

but the absolute positioning is in disabled.

please explain how to enable  the absolute positioning option.
